Los Angeles Mayor Karen Bass has taken a decisive step in confronting the Trump administration's immigration policies by filing a formal motion to join a lawsuit led by civil rights groups against the federal government. The legal action, aimed at halting ICE raids in the region, reflects a growing confrontation between local authorities and the federal administration, particularly regarding immigration operations that have generated fear, violated constitutional rights, and led to mass detentions in Southern California.

Los Angeles Joins the Lawsuit: A Unified Effort Against ICE Raids

Los Angeles City Attorney Hydee Feldstein Soto presented the motion for the city to join as a plaintiff in the Vásquez Perdomo v. Noem case, originally filed by the American Civil Liberties Union (ACLU) and other civil rights groups. The lawsuit seeks to block federal immigration raids deemed illegal, arguing that they were carried out without judicial warrants and allegedly targeted individuals based on their ethnic appearance.

The lawsuit is focused on two vulnerable groups: individuals detained without probable cause and those facing deportation without access to legal representation. In addition to Los Angeles, several other Southern California cities, including Pasadena, Santa Monica, Culver City, and West Hollywood, have joined the legal effort in opposition to the federal raids.

ICE Tactics: "Unconstitutional" and "Destabilizing"

Since the raids began on June 6, 2025, local authorities have denounced the federal government's mass detention campaign, which they say ignores citizens' constitutional rights. City Attorney Feldstein Soto explained that thousands of armed immigration agents and military troops, many without visible identification, have carried out "unconstitutional" raids and anonymous detentions, sowing chaos and fear among residents.

Mayor Karen Bass, along with other local officials, emphasized that these actions are destabilizing communities and severely affecting residents and small business owners in the region.

California Mayors Join Rejection of ICE Operations

Mayors from several cities affected by the raids have also voiced their concerns and support for the lawsuit. Santa Monica Mayor Lana Negrete called the raids "illegal, inhumane, and unacceptable," while Montebello Mayor Salvador Meléndez said his city joined the lawsuit "to defend families impacted by ICE abuses and its partner agencies." West Hollywood Mayor Chelsea Lee Byers condemned the raids as "discriminatory and deeply destabilizing," reaffirming her commitment to the dignity and rights of all people, regardless of their immigration status.

The Goal of the Lawsuit: Stop Raids and Ensure Due Process

The lawsuit aims to have a federal court certify the case as a class action on behalf of people who were detained without reasonable suspicion and without access to lawyers. The plaintiffs are seeking preliminary and permanent injunctions to halt the continuation of raids, detentions without due process, and inhumane detention conditions.

Alvaro M. Huerta, from the Immigrant Defenders Law Center, described the federal government’s actions as a "campaign of terror" in Southern California, "kidnapping people on the street and locking them in deplorable conditions while denying them the right to an attorney." He called the actions "unconstitutional, inhumane, and morally unacceptable."

Department of Homeland Security Responds to Allegations

The Department of Homeland Security (DHS), for its part, has denied allegations of discrimination and defended, ICE operations. DHS spokesperson Tricia McLaughlin dismissed claims of racial profiling, stating that "any suggestion that agents target individuals based on the color of their skin is repugnant and completely false." McLaughlin also emphasized that DHS operations are "highly selective" and that agents are carrying out their duties with due diligence.

Karen Bass Leads Local Resistance: A Model for Fighting Federal Overreach

Despite DHS’s defense, Los Angeles continues to advance its legal push. Mayor Karen Bass made it clear that she will not allow her city to be used as a testing ground for the limits of federal power: "We are going to make Los Angeles the example of how people who believe in American values should come together and act," she stated.
